Article VII of the Oregon State Constitution

Section 8. Adequate and Equitable Funding.
(1) The Legislative Assembly shall appropriate in each biennium a sum of money sufficient to ensure that the state's system of public education meets quality goals established by law, and publish a report that either demonstrates the appropriation is sufficient, or identifies the reasons for the insufficiency, its extent, and its impact on the ability of the state's system of public education to meet those goals.

Access     Oregon Quality Education Commission Finds Severe Lack of Resources.
              On January 10, 2005, the Oregon Quality Education Commission (QEC) released its 2004 report indicating our state legislature has failed to do its duty.  www.schoolfunding.info/ news/policy/

Whereas, the Oregon School Funding Defense Foundation finds that the Oregon state constitution requires that the legislature adequately fund schools; and

Whereas, the Oregon Quality Education Commission has determined that the legislative appropriations for education are insufficient; and

Whereas, Oregon is steadily decreasing funding for college and university education, with student tuition dollars being used for an increasing share of operating revenues; and

Whereas, as a result of increased tuition, students are being forced either to assume higher and higher debt loads or to put off their pursuit of higher education; and

Whereas, having an educated populace is a social and community good, and should be supported primarily through public resources; and

Whereas, AFT-Oregon is committed to providing Oregonians with access to high-quality higher education; therefore,

Be It Resolved, that AFT-Oregon will seek out and support candidates for the legislature and governor who are committed to keeping higher education affordable; and

Be It Further Resolved, that AFT-Oregon will advocate or legislation, funding packages, and ballot initiatives, that will restore affordable higher education; and

Be It Finally Resolved, that AFT-Oregon will submit this resolution to its affiliates for adoption by those bodies.

The governor appoints the 11 board members, subject to senate confirmation. Nine members are appointed for four-year terms, and two OUS students are appointed for two-year terms. The State Board of Higher Education, operating under ORS Chapter 351, appoints a chancellor as chief executive officer; establishes system-wide policy; sets institutional guidelines; approves curricular programs; reviews and approves budgets; and manages property and investments.
