AKA:
Update 1: Frist Predicts Deal on Anti-Torture Ban  Forbes - USA
The Senate and the White House will reach agreement on a proposal
to ban the use of torture in gaining information from suspected terrorists.

Actually, This article does not say there will be a deal...
It does say this:
"Sen. Lindsey Graham, a McCain supporter, said, "We're not close to a deal."

Graham, R-S.C., said the U.S. policy on interrogating detainees
"has been confusing, misleading, and our own troops have suffered
because they don't know what's in bounds and what's not."
Discussing
negotiations with the administration, Graham spoke of "a breakdown
along how to best protect the troops. There is a philosophical difference
here."  Vice President Dick Cheney, arguing for fewer restrictions on prisoner
treatment, has lobbied Congress to exempt the Central Intelligence Agency
from any anti-torture measure.  "The vice president is not the vice president
of torture. He is trying to create exemptions, in my opinion, to protect our
people who go too far," Graham told NBC's "Meet the Press."
"Because
the way to protect your people is to adhere to the rule of law. The way
you win this war is to embrace a value system different than your enemy
,
" the senator said.

This is a standard method of the Rove Machine:  His corporate patrons produce media headlines
which contradict the articles below them.  Too many Americans simply read the headlines and then
head to the comics or the sports page.  Even among more thoughtful readers, who are anxious to see
the editorials and opinions, these false headlines still register, mislead, and confuse.  We need
accountability and responsibility.
